There is a cost element in the process
of content creation - which should be borne mainly by
government institutions especially the production and
updating of that content that is meant for public consumption. |

Civil society organisations should be trusted
with the responsibility of leading in the development
and management of digital resources that deal with all
civil society issues. Relevant government departments
should allocate funds that will be distributed to appropriate
civil society organisations that will work togther as
a collective body to build common public information resources.
There is too much duplication of effort in the building
of these web sites that creates pockets of efforts all
over without any co-ordination to pool skills and make
cost-effective uses of financial and human resources in
the production of quality digital information resources. |

Partnerships in content creation and also
spreading the cost of content creation should be shared
by both public and private sector institutions. The cost
of putting up a web site is relatively cheaper than producing
print based publications and government institutions should
setting the example of putting all public information
on web sites. |

Both local private sector and public sector
institutions should approach international organisations
involved in ICTs in Development to get more funding to
invest in building the skills base essential in the development
of a mature content industry among other uses of those
funds that are specifically earmarked for reducing the
digital divide. |

Local business associations should set-up
an EContent Creation Fund that should be used to build
and maintain web sites for use by their members. |

Every organisation - whether in the public
or private sector should have a person or team of people
whose job function involves maintaining a web site - there
has to be an allocation of funds just for the web site
and producing digital information resources. If there
are no inhouse skills, web design companies or even freelancers
can be sub-contracted to do the work - there are numerous
such local companies that have the essential web technical
skills to facilitate the technical process. |

Private individuals can use their own funds
to set-up community oriented web sites. Once these web
sites have gained acceptance by the intended community,
relevant organisations should be involved in paying for
their maintainence and hosting. |
